1 just: You can say "I'm just looking" to explain a delay in ordering or purchasing something, or to decline an offer of assistance. Example: "Would you like to buy that book, you've been reading it for the past five hours? -No, thank you. I'm just looking." In the audio, Brian says "he is just looking" when the shopkeeper asks if he needs assistance.
2 looking: You can say "I'm just looking" to explain your presence in a shop or restaurant, or to decline an offer of assistance. This is a useful phrase to get a shop assistant to leave you alone. Another similar expression is "I'm (just) browsing".
