The term "gazette" refers to a newspaper, and is most often found in the names of papers, such as "the Glasgow Gazette". This is not synonymous with the term "journalist".
"Reporter" is the best choice here. "Journalists" and "reporters" are sent to represent newspapers or television and radio stations. Their task is to gather information, and then write an article or broadcast concerning a certain event. Example: "The average IQ for a Daily Mail journalist is 28.6".
The term "panel" describes either a group of people assembled to discuss a certain issue, or a distinct section of a door, window, wall, etc. This is not synonymous with the term "journalist".
The term "diarist" describes someone who regularly writes in a diary, usually to record their personal thoughts. This is not synonymous with the term "journalist".

2 perplexing: "Perplexing" is a synonym for "strange". It means "bizarre" or "difficult to understand".
3 incident: An "incident" is a synonym for an "event". "An incident" refers to an event, action or occurrence (usually one with negative consequences).
4 collision: A "collision" is a type of "crash". A collision implies that two vehicles or objects have struck or "collided" with each other. A crash conveys the same meaning, though it can be used in many other contexts as well.

to manage: This is correct. In this context, the terms "to handle" and "to manage" are synonyms. "To handle (a problem)" means to attend to or address (a problem). For example: she handles all the inquiries. A company's customer service department normally handles dissatisfied (or unhappy) customers.
to delegate: The terms "to handle" and "to delegate" are not synonyms. The verb "to delegate" means to give (a piece of work, power etc.) to someone else. For example: Bruno delegates a great deal of work to his assistant, Brian Jones.
to report: The terms "to handle" and "to report" are not synonyms. The verb "to report" means to give a statement or description of what has been said, seen or done. For example: His speech was reported in the newspaper.
to discuss: The terms "to handle" and "to discuss" are not synonyms. The verb "to discuss" means "to talk about". For example: we had a meeting to discuss tomorrow's meeting about meetings.
