"The root of a problem" is the problem's origin, cause or source. Bob is going to help Luna identify the source of her technical problem. "The root of a problem" is a common English idiom which uses the term "root" in the figurative sense.
As a verb, "to root" cannot be used this way. The best way to express that Susie is of British origin is to say that she "has roots" there. The verb can't be used to describe the former home of a person.
"The roots" of a plant or tree are the fibers which extend underground and support the tree or plant. The roots gather minerals and water from the ground in order to sustain the plant. This is the literal definition of "a root".
The term "roots" can describe one's personal origins. In this sentence, Kevin's trip to Ireland was an effort to discover or familiarize himself with his origins or the land of his ancestors.
The term "root" cannot be used this way. "Reports" don't generally have "roots" in the sense of origins. If we wanted to ask about the content of a report, we might ask about its "basics", its purpose or simply what it is about.
