touch base: To "touch base with someone" is an English expression meaning to "renew and continue a communication with them". People often "touch base" in order to discuss any changes that have occurred since the last communication. Example: After your holidays, let's touch base on the new developments of the project.
touch down: To "touch down" means to "land". Example: Our plane touched down at four o'clock. Note: A "goal" in American Football is also called a "touch down".
touch off: To "touch off (a debate)" means to "start" or "instigate a debate". Example: Peter's rude remarks to Susie touched off a long and violent argument.
touch: Unless Polly is requesting physical contact with Horatio (which is very unlikely), this is not the best choice here. "To touch with me" cannot express the idea of "getting in touch" or "contacting" someone by phone or email.
