3 hung up: "To hang up" means to end a phone call and replace the receiver on the base of the telephone. We use "must have" + the past participle to express something that is almost certain. In this case Brian is almost certain the caller on the other end stopped the call by "hanging up", therefore he says "the caller must have hung up ("hung up" is the irregular past participle of "to hang up"). Another example: The lights are out in the house, they must have gone out.
4 has rung: In the present perfect tense, the irregular verb "to ring" becomes "has rung". After phrases such as "This is the first time that..." (or "This is the third time that...", etc.) we generally use the present perfect tense. In this case, this is because the phone has rung in the recent past, and this is still relevant in the present moment. Another example: "This is the fourth time that you've got drunk this week. I'm worried about you".
